I have committed <br /> money to this promise and I am going to follow <br /> through with it. If I have to do it myself, then <br /> that will be the way it is done. Every time I ask <br /> to help this community all I get is letters read <br /> to me. How can anyone say me giving funds to the <br /> City of Louisville is somehow bad for the city of <br /> Louisville. <br />Greg Beary <br />Beary: I did not come to make any accusations, what I <br /> came to do is raise a few concerns. One of my <br /> concerns came out of my respect for Mr. Howard. I <br /> was concerned that Mr. Howard was putting himself <br /> in an uncomfortable position. On November 1st of <br /> 1989 candidate Howard quoted to us and has <br /> continued to quote for us many times, "that the <br /> appearance of impropriety in the minds of the <br /> citizens is as bad as the impropriety itself." My <br /> concern was by sitting here and voting on an issue <br /> where he had campaign contributor involved in a <br /> fairly direct sense, that he could possibly be <br /> putting himself in the position where he would be <br /> violating his own concerns. That concerned me. <br /> It also concerned me a bit, Mr. Howard, that I <br /> think that if you are going to continue in <br /> politics you should have a little more control <br /> over what is happening with you campaign <br /> committee. You have told us how much you care for <br /> Economic Development in this city, yet if you will <br /> notice on you form none of your expenses were <br /> within the city. Your campaign didn't spend a <br /> dime here. I think you need to be careful of that <br /> because of the appearance it presents. The other <br /> appearance that I noticed on that form was that <br /> the convention whereby you were selected to run <br /> was written off as an expense of your campaign. <br /> The Secretary of State's office tells me that is <br /> an illegal expense. I think you need to be <br /> careful of those things. <br /> My reason for coming here was to voice my concern <br /> as a citizen for where this program my go in the <br /> future. My other reason for being here was to <br /> warn you about a potential conflict that may occur <br /> and to ask you about the appearance of an <br /> impropriety that you consider not voting on this <br /> issue. I wanted to may sure that any of this <br /> information was part of the public record and that <br /> you had an opportunity before committing yourself <br /> to something that you might not agree with to take <br /> action. I think I have voiced my concerns about <br />
