<br />.., <br /> <br /> <br /> <br />this program, what I would like to see is Mr. <br />Howard continue. I would like to see this Council <br />not commit any funds from the city until we <br />understand what this means. I don't see the <br />economic benefit derived to the community as a <br />whole. Yes, an increase in sales tax would be <br />great. <br /> <br />Howard: Asked the City Attorney if someone contributing <br />$45.00 to my campaign that stands to benefit from <br />a program that is not specifically for that <br />person, but for the whole industry, is that <br />against any laws or rules? <br /> <br />Griffiths: I am not sure I can answer that tonight. I would <br />say the question would be whether under the city's <br />code of ethics that could constitute a violation. <br />Under the code of ethics the process for finding <br />the answer to that is to make a request to the <br />city's prosecuting attorney and get an opinion <br />from him on whether there has been a violation <br />that has occurred. <br /> <br />Howard: I am requesting that the city request an opinion <br />from the Prosecuting Attorney and if the city does <br />not request it, I will do so myself. <br /> <br />Mayor Fauson: Mr. Joss, Prosecuting Attorney, was also a <br />contributor to your campaign. I would recommend <br />that we stay with our City Attorney and ask her to <br />get us an opinion on that. <br /> <br />Council agreed. <br /> <br />Howard: It seems to me to be inappropriate to bring up <br />some of these items. The purpose of this program <br />is to help the industry of businesses of <br />Louisville, that is all. Anytime you help the <br />businesses of Louisville some people are going to <br />get helped more than others. Anytime we have an <br />Industrial Revenue Bond, we are not even helping <br />an industry, we are helping an individual company. <br /> <br />Davidson: I look at the issue of helping out a single <br />business, we do that all the time. We sell <br />Industrial Revenue Bonds to help a company come to <br />town. We support the Chamber's Taste of <br />Louisville which helps the restaurant industry. <br />We are doing those things for the good and well <br />being of the community and seems to me a $45.00 <br />contribution I doubt would buy any Councilmember's <br />actions. When I first heard of this idea I was <br />somewhat skeptical and as it went on I heard <br />versus arguments against it, but I didn't see the <br />final draft on what Councilman Howard was roposing <br />
