This was requested by Councilman Howard. <br /> At our meeting we discussed it and thought it <br /> would be a great idea. When the representatives <br /> from the Council were appointed by the Mayor we <br /> were to meet and only come up with a process for <br /> ideas similar to what the Incentive Program of Mr. <br /> Howard's was. The idea was not to alter or to <br /> hamper any kind of Economic Development that would <br /> come from anyone in the city, any developer, any <br /> person outside of the city. They have the right <br /> to go directly to the Council any time. If they <br /> choose to come through the Chamber that is fine. <br /> It is not necessary for them to go through the <br /> entire process. Homart does not have to come to us <br /> nor does anyone else that has a great idea. This <br /> was a process to help those individuals who have <br /> some ideas and don't know where to go with them. <br /> We don't have the veto power, nor do we want the <br /> veto power. We are here to promote the city and <br /> to enhance those kinds of programs. The Executive <br /> Director does not have a veto power. He takes it, <br /> listens to the program, takes it to the Commission <br /> only to present it to them to make sure that it is <br /> feasible to do this. It will then go to the Board <br /> of Chamber. If the board feels that this program <br /> is a good one and it does not require anything <br /> from the city, we don't even have to bother you. <br /> If at any time these ideas need your endorsement <br /> or requires any kind of material from the city <br /> then it our obligation to go directly to your City <br /> Administrator, present the idea at which time she <br /> would take it to the Council. <br />Hornbostel: I feel like there is no feed back loop into this. <br /> If you can change it to Association rather than <br /> Commission and get me a feed back loop then I <br /> would be happy. <br />Sackett: I would be willing to change the name to <br /> committee. <br />Sackett restated his motion to say that this is a tool that is <br />available to the city for the purpose of evaluating ideas. If the <br />City Council wants, they don't need to implement the tool, but it <br />is there is they would like to as well. Again the idea is to <br />have a process where good concepts can be developed into workable <br />plans by working with people that we believe to be experts in the <br />area of Economic Development. The thought is that the city <br />believes that the Chamber has a group of individuals who are <br />experts in that area and who can help them, not hinder them. If, <br />however, there is some reason to believe that there is problem <br />with seeking the Chamber's advice, the City Council still has the <br />option of saying we don't want to use this tool. Seconded by <br />Howard. Motion passed 6-1 with Hornbostel voting no. <br />
