.",.,
people to discuss a process, no more than a
process. This was requested by Councilman Howard.
At our meeting we discussed it and thought it
would be a great idea. When the representatives
from the Council were appointed by the Mayor we
were to meet and only come up with a process for
ideas similar to what the Incentive Program of Mr.
Howard's was. The idea was not to alter or to
hamper any kind of Economic Development that would
come from anyone in the city, any developer, any
person outside of the city. They have the right
to go directly to the Council any time. If they
choose to come through the Chamber that is fine.
It is not necessary for them to go through the
entire process. Homart does not have to come to us
nor does anyone else that has a great idea. This
was a process to help those individuals who have
some ideas and don't know where to go with them.
We don't have the veto power, nor do we want the
veto power. We are here to promote the city and
to enhance those kinds of programs. The Executive
Director does not have a veto power. He takes it,
listens to the program, takes it to the Commission
only to present it to them to make sure that it is
feasible to do this. It will then go to the Board
of Chamber. If the board feels that this program
is a good one and it does not require anything
from the city, we don't even have to bother you.
If at any time these ideas need your endorsement
or requires any kind of material from the city
then it our obligation to go directly to your City
Administrator, present the idea at which time she
would take it to the Council.
Hornbostel: I feel like there is no feed back loop into this.
If you can change it to Association rather than
Commission and get me a feed back loop then I
would be happy.
Sackett: I would be willing to change the name to
committee.
Sackett restated his motion to say that this is a tool that is
available to the city for the purpose of evaluating ideas. If the
City Council wants, they don't need to implement the tool, but it
is there is they would like to as well. Again the idea is to
have a process where good concepts can be developed into workable
plans by working with people that we believe to be experts in the
area of Economic Development. The thought is that the city
believes that the Chamber has a group of individuals who are
experts in that area and who can help them, not hinder them. If,
however, there is some reason to believe that there is problem
with seeking the Chamber's advice, the City Council still has the
option of saying we don't want to use this tool. Seconded by
Howard. Motion passed 6-1 with Hornbostel voting no.
