.....
Franklin: This ordinance is companion to the
Massage Parlor Regulation revision in
that revising the massage parlor
regulations in the City we exempted a use
that is classically precluded from Home
Occupations in residential area. We felt
it prudent to recommend that massage
therapist/massage therapist business be
excluded specifically from the home
occupations as are medical and dental
clinics; beauty and barber shop/parlors.
There is the potential that these uses
would generate additional traffic and
otherwise adversely affect the
neighborhood, as would medical practices
and or personal service professions.
Therefore, the result if you should pass
it would be that massage therapists who
are accredited and could get a business
license would operate in commercial
areas.
Mayor Fauson called for public comments.
steven L. Jackson, Colorado Chapter of the AMTA, 121 So. Madison
Street #B, Denver, Colorado
Jackson: I've been involved in this field of
massage therapy for about six years and I
have never really experienced a situation
where someone who had a home occupation
generated a lot of traffic in a
particular neighborhood. Usually in a
home occupation you're limited to one
therapist in each home and they can only
work on one person at a time, which could
generate at most two cars in the driveway
at any particular time. I don't see
where having a massage therapy as a home
occupation would change the traffic
pattern in the residential area. I read
some of the other occupations and noticed
that music and other types of instruction
would be limited to no more than four
students at a time. I think a clause
similar to that put into the ordinance
regarding massage therapy would be
appropriate. Many people prefer coming
to a more subdued location; a more
relaxed atmosphere rather than a business
office.
6
