<br />Franklin: In very general terms, at the time the update was adopted in <br /> 89' it was considered viable for a residential development which <br /> is encompassing. That could include open space, church uses <br /> 'and other neighborhood uses. As you know it was blended in <br /> terms of designation with other properties in that immediate <br /> area in a residential/commercial possibility. Residential in this <br /> case is where the comp plan was heading. <br />Carnival: The school issue, it has been a while since we have gone <br /> through the entire process of bringing an annexation through <br /> the City. Where do we deal with school issues and school aged <br /> children and where are we currently? How do you see <br /> additional residential units affecting any development? <br />Franklin: We are generally aware of the school issue at the staff level. <br /> The process of annexation would include naturally a referral to <br /> a consultation with the school district's planning people so that <br /> we could assess the potential impact by the numbers in the <br /> current schools and their capacity. There are some limitations ' <br /> regarding the approval process. I must caution Council that <br /> my understanding is that school capacity is not a reason to <br /> deny development. This is an annexation letter of interest, <br /> process has nothing to do with development yet. You have no <br /> such restrictions. It is an issue. We have to be concerned <br /> about schools and be concerned about school planning at the <br /> same time. We have to be very careful about the bases for <br /> approvmg and disapproving subdivisions which generate <br /> children. That does tend to generate interaction between the <br /> City and the school district. In general forms we have planned <br /> schools up to this point. In terms of referring comp plan <br /> update and any annexation requests to the school district we of <br /> course would do that. We would solicit their input and advise <br /> as to what to do with the potential children. Then it would be <br /> brought back to Council. <br />Carnival: The Planning Commission process is in place to allow <br /> developers, potential annexors to come through into the City <br /> before this Council and be referred to the Planning <br /> Commission. At the initial stage there has to be a conceptual <br /> plan of some kind to give an understanding to the Council as <br /> far as what type of development this is going to be. Through <br /> your experience, John, the ability that the Council has along <br /> with the Planning Commission and the input of the people <br /> through the public hearings and so forth, developments have <br /> changed substantially because of the activity and interest by the <br /> citizens of Louisville.
