Naturally a <br /> conceptual plan is to be modified by engineering, policy <br /> considerations. That is a natural course of events. Hammering <br /> out the issues of whether we take a public land dedication or <br /> cash in lieu, all kinds of issues that would affect just the <br /> arrangement of open space would affect and modify the <br /> conceptual plan from day one. Sewer location, feasibility of <br /> drainage, sewer service from all the homes will affect the <br /> layout. There is a practical limit to grade separations, there <br /> are a lot of factors that go into hammering out a subdivision. <br />Davidson: John, you mention that the frontage road issue would be taken <br /> care of with major thoroughfare fees from the developer. I was <br /> wondering when a frontage road became a major thoroughfare. <br /> I thought that money was restricted for such things as <br /> McCaslin, South Boulder Road, roads like that. <br />Franklin: I'm sorry I thought I separated the two statements. They are <br /> different. I was addressing the McCaslin Blvd. widening project <br /> in terms of major thoroughfare funds. The separate issue of <br /> course is what to do or what will be done with the frontage <br /> road as a result of this potential development. I caveated that <br /> naturally because there are additional properties that aren't <br /> within this project that may have frontage road needs <br /> afterwards. It is an issue we need to work out, but they are <br /> two distinct and separate items. <br />Davidson: I know that there has been a lot of strain on the staff of the <br /> building department for the level of homes that are already <br /> going up, which I calculate to be four or five hundred this year. <br /> What is going to be the effect of adding this much more work <br /> to Community Development? It seems to me that you guys are <br /> flat out right now unless your goofing off during your lunch <br /> hour or something. <br />Franklin: We are busy. We're working with Council to try to stay ahead <br /> of, or close behind, the power curve on building activity. <br /> Council has had the foresight to provide additional inspection <br /> personnel as demand permits. If the building trend continues <br /> to go up and repeat past tends we are prepared to work with <br /> Council by the numbers to add additional staff and enhance <br /> the system that we have which is computer based to handle the <br />
