...,
hard decisions being made by Council and when do you
go to the vote of the people and when don't you, I
guess my support is that you go to the vote of the
people whenever you feel like you need to get a
ratification or support for a project. When a Council
raises some concerns or asks for that I think it obligates
the Council as well as the staff to go out and inform the
public as far as the pros and cons of the issue. I hadn't
thought about John's other two questions but the
Authority raised some thoughts in my mind that we
need to get out and show the people what the pros and
cons are for each of the issues. We've talked about
them before and Tom mentioned them again tonight.
we've got a loan that we lent to the Authority to the
tune of $29,000.00; if the voters choose to be out of the
Authority that money doesn't come back to us. I think
that information needs to be out there, they need to
know that whether they vote one way or the other, the
funding and the alignment and all of the other things
that go along that. If you get out of the authority and
the authority is chosen to build the parkway or W-470,
depending on what the voters do on the other two
questions, once again, if you're not in the Authority you
don't have a say in any of those issues. Yes, maybe we
can get back into the authority if we get out, but we
won't have a voice in there to vote or to lobby to put us
back into the Authority. I think the other thing we
need to make clear to the people is if you vote to get
out of the Authority what does that really mean, does it
mean that W-470 will go away maybe; maybe not. Does
it mean that we won't have a parkway; maybe, maybe
not. Although I agree that this is an issue that needs to
be resolved and although we've had public input and
public opinions and surveys that would indicate one way
or another, it still is a very confusing issue, but I think
we need to commit to the citizens of Louisville that we
will go out there and inform them. Now, I'm not saying
lobby, I'm not saying that, I'm saying they need to be
informed and maybe we commit staff time to listing the
pros and cons of each of the issues so that we can at
least get them on the table and educate the voters. I
think once again we are sticking our heads in the sand
and assuming this is going away if we don't participate.
Well, I disagree with that. This is going to happen
13
