Essentially there is no legal <br /> restriction, on the ability of individual members of the <br /> City Council to express their own individual viewpoints <br /> on any issue before the public. The legal restrictions <br /> that do exist restrict the expenditure of public funds to <br /> encourage the voters to vote one way or the other on a <br /> question before them. There is some language in the <br /> statutes that permits the dissemination of information, <br /> even at public expense, or the preparation of <br /> information. It is very clear that information cannot be <br /> to support or oppose any particular issue and is under <br /> very strict guidelines and so the preparation of that <br /> information, at least from my perspective, would have to <br /> be extremely unbiased, very factual in nature and that <br /> is all it could be. I think that even before we precede <br /> along those lines it would behoove me to go back and <br /> review the statutes and make sure we understand what <br /> those limits are. <br />Hornbostel: My concern would be if we direct staff to do that right <br /> now, I would like to hold off on that part of it until... <br />Davidson: It is not part of the motion. <br />Hornbostel: Okay. <br />Mayor Fauson called for any further discussion on the motion.
